Introduction:

The Arab Administrative Development Organization (ARADO) capitalizes on its pool of regional and international experts, as means for information and best practices sharing.  Fostering dialogue and creating information sharing platforms are the main pillars of ARADO’s mission. In view of that, a series of conferences and public seminars are regularly held by the Organization; the 14th Arab conference will discuss the latest trends in hospital management, specifically Public Private Partnerships for providing sustainable health care services. A crucial topic for constructive discussions aiming at advancing health sectors in the Arab states. The conference is organized in collaboration with MouwasatMedical Services Company.

Importance of the Conference :


The majority of countries around the worldare facing a significant increase in demand for health care services. Expenditures on the health care sector have been in constant increase, which in turn constitutes a heavy burden on public budgets. Meeting the growing demand for the services alsooften falls short,thus, there is a pressing need to search for new means to finance and operate medical institutions.

The Arab countriesare no exception;challenged by a significant rise in the costs of health care services. Health care services have ahigh social value; the burden of the servicesprovision falls majorly on the state, whereas the private sector, on the other hand is not equally burdened by the costs, rather benefit from revenues of providing the services.

A new type of partnerships is needed in the health care sector;a Public Private Partnership (PPP).The public sector is more capable of building new hospitals, equipping them, as well as licensing and supervising their performance to ensure the provision of sustainable, high quality services to the people. The private sector, on the other hand, has the capacity to operate the facilities more efficiently.

The PPP hybrid bypasses the conventional privatization of public services;rather it enables the private sector to partner in the management and the provision of medical services.The flexible mode of the private sector operations would render the services a higher degree of quality, as it provides a greater room for resource mobilization through competitive tenders. 

 

Arab statesare more aware that the sustainability of health care services grew dependent on adoptingsuch partnership approach, yet choosing a pattern for implementation remains a challenge.Strong efforts to rationalize spending on health care and to improve the quality of services provided to citizens need to be made.

  • Participation in the conference can be made through submission of a scientific research, a working paper or an applied experience (in Arabic or English), or signing up in dialogue and discussions.
  • Participants with a scientific research or a working paper or an applied experience, are required to send the abstract at a date no later than October 1st,2015. The full research has to be submitted on November 3rd, 2015.
